I've seen that term used when referring to people of all religions. That way one does not have to list all the religions in the world to include everyone. It is a way to differentiate between people of religion and people of no religion.
Some Christians say Christianity is not a religion. I call it a religion when people believe in supernatural entities and/or existences other than the present life on this planet such as karma or reincarnations. I think this includes all the religions of the world, past and present.
I call it a life philosophy when it is a system of thought or beliefs on how the world works, and how life should be lived, based on observable reality, but not tested by the scientific method. It does not subscribe to god or gods, and does not believe in other existence than the present life on this planet. It uses natural explanations. Secular humanism would be one such life philosophy.
